Wall primer

I have a Kitchen wall where the paint has not fully adhered to the plaster. I have scraped it back so there are now patches of bare plaster and patches of paint. I am happy that I have scraped as much of the paint that will come off.
I now want to skim coat. What should I use in the way of primer before skimming over this?

use pva - and jointing compound for skim coat, well im glad somebody replied, poxy forum is useless
