Wallpapering Query

I recently had water coming through in my dining room. The problem was the gutter, apparently it was blocked and also bent.

Having sorted out the gutter, I know have wallpaper that is obviously all black from the water that came through the wall. I now want to take that paper off and put new paper on and paint again. However I have noticed that the plaster in a certain area of the wall sounds weak when I knock on it, compared to the rest of the wall. The plaster looks fine but obvioulosy because water has got through it sounds hollow.

My question is can I seal the wall and wallpaper over the existing plaster, will it be ok or will the paper turn black again

Will I have to inject any off that Gel stuff (dryzone) to waterproof it.

I want to do the cheapeast option possibly just so long it lasts for a year.

right not a large area then.
the knocking sound of the plaster is because it is dead. the water has got behind it and blown it from the wall. if you paper it, it will probably just come away from the wall.
depending how handy you are, carfully hack the plaster from the wall and leave it for a while to allow the wall to fully dry out. if you go somewhere like wickes you can get various products such as bags of quick drying filler or patching plaster. this willl allow you to patch up the area that you have removed. once that has dried out you can now repaper it. You dont need to do anything to waterproof it as you have removed the problem of the water ingress ie the gutter. let it dry out before any remedial works and problem sorted.
