Want to build a BAR

I am thinking about building a bar/movie room in my loft and was just wondering if I need plannig permision or should I go ahead without it.
My brother is a sparky but he hasn't got his part p would I need to have to have the electrics tested for part p if I were ever to sale the house :?:

The joist will need to be bigger etc best to give the BCO a ring for their free advice
or should I go ahead without it.
To much hassles and if a fire break out below, how are you going to get out, this is what the building regulations is for

You'll be notifying a loft conversion to the local building control office anyway, so they will also test the electrics when they inspect the building work, if you include the electrics in the plans you submit.

And it is a legal requirement to have notifiable work notified AND tested AND certified WHEN IT IS CARRIED OUT, by the person who did the work (unless BC are testing). Not when you sell the house.
