Want to paint floorboards - new on top of existing first?

Liking the idea of a nice grey painted floor in the bedroom.

Currently it has carpet, layer of insulation and then 2 layers of rubber over the original floorboards. The boards themselves have previously been stripped/varnished and most likely damaged from previous lifting (radiator at window, electrics etc) so will be gappy and not very noise-proof from below. For this reason I was thinking that laying some new boards onto the existing would be a wise idea (would also make the floor the same level as the hall which has hardwood). So my question is.....

What would be the best material to put down to then to paint onto?

I suppose pine would be cheapest, but how is it for painting? Hardwood would be tougher, but does it matter when painting anyway, and wouldn't all hardwood be finished so would need to be sanded to provide a key?
