OP,
Are there any signs of damp inside the house?
Do you have cavity walls or solid?
Is the inside floor solid or suspended?
You have strap pointing & what looks like a gloss paint job - they were applied as remedial measures for previous moisture problems and both are bad choices & wrong remedies.
Rising damp and moisture attempting to escape is blowing off the paint and spalling the brickwork.
Removing all the paint from all painted brickwork - and grinding out the beds & then re-pointing will help.
How much would a handyman charge to repoint a few bricks and fill the 3 bricks with holes in before painting over? I assume the bricks need external filler and the pointing is mortar
