Warm Roof - Pitched ??

Warm roof on a new build - instead of the trad. cold ventilated roof , kingspan has been fitted under the battens/breathable membrane and tiles between the trusses from inside. The ceilings are to be plasterboarded with no mention of foil backed/vapour boards - Is it me or is it a peculiar way to do it :?: Looking forward to your expert replies guys.

Its only a proper warm roof if the insulation is on top of the rafters. You would then fit counter battens (in line with the rafters) and then fit your tile battens to those.

What's been done here is neither one nor the other, if they're gonna insulate between the rafters they still need a gap under the (breathable?) membrane. And yes either a separate vapour barrier or foil backed PB. And a continuous layer of insulation beneath the rafters too will likely be required too.
