Washer not draining completely

Sorry if this is a repeat the computer keeps taking me to the sign on screen so I have np idea if my posts are posting.

My washer is not draining fully. The drum empties fine but I still hear water when I move it around. The sitting water is beginning to smell. Any suggestions?

I belive it is a GE. With the little symbol. It's a Super Capacity Plus. Quiet by design. The control panel has the light up display for each different step that light up as the load is getting done. I am told by my family that a little water under the drum is normal but that the smell is not. I am wondering if the Florida water here is why it is smelling or if there is mildew in the water below causing a problem.

Make sure the drain hose is raised higher than the sink waste or it will syphon in dirty dishwater and smell.
