First check the obvious - is the incoming supply turned on? If so, do you have 230 volts on the feed solenoid, if so, do you have a resistance accross the solenoid coil - (when powered down)? Often if the solenoid is functional but there is a lack of water supply, there is an obvious hum from the energised coil.
