Washers takes 20 minutes to 'kick in'

Why has my Indesit auto washer suddently decided to take almost 20 minutes to kick in. I'm worried that it is heating the water first which will obviously push up my electricity costs. And can anyone explain exactly what happens in a programme ie: Step 1 - cold water soaks clothes, drum agitates, hot water comes in and dispersers powder/tablet, then ... etc.
