Washing machine capacity?

We have a 7kg washing machine does that mean it can be loaded
with 7kg of clothes or is that the wet weight?
I would be grateful if somebody could explain please.

Capacity is for dry laundry. 7kg is a fairly hefty load, as long as you're sensible and don't stuff the drum to the max you are unlikely to overload it. People forget that clothes need room to move and often stuff machines to bursting point?..
