Water in the mains water ducting, is this normal

I recently started renovating my kitchen and required to pull up and replace the floor, when I did this I noticed the mains water comes into the house via a plastic duct, I also noticed this duct has water in it, the water is about 16-18 inches down, is this normal for this type of duct or could this indicate a problem.

This is either a leak or ground water.

Are you on a meter?

No not on a meter, I cant imagine that this is normal, god know how long that water has been in there.
