water on ceiling

Please help

There may be other topics simular but they don't seem to be the same.

I have water spots appearing around the edges of 2 of my upstairs rooms. I've only recently move in so I don't know if it's been happening for years.

When you wipe it it vertically disappears.

I get a lot of condesation on all my Windows.
The attic has been fully insulated (maybe so much it's not breathing?)
It also hasn't been raining however it's very cold outside with a lot of fog.
I've looked in the attic it Dosent look like there's any leaks and I can see light through the fascia.

Any advice I would be very thankful ☺

You need to get in the loft and uncover the area directly above that damp, just to make sure the roof is actually ok.
The dampness is probably condensation and it's ventilation that's needed here.
Does the bathroom have an extractor fan?
