Water pipes rattle/vibrate

When hot & cold water is turned off in the house the pipes in the garage and apartment over the garage rattle/vibrate.

The house was built in 1973. Original homeowner redirected the water coming into the garage so that he could install water softner in the garage. Could this be the problem?

Vibration noise disturbs occupants in the apartment over the garage.

Please advise.

are the pipes secured with enough clips against the walls? If the pipes are rattling against the floorboards put felt or soft material pieces between them and the floorboards.
