water softener not working?

Looking at a relative’s water softener. He has a bin full of salt (which is slowly going down as normal) the 3x valves are set as they should be for the water flow plus the machine cycles and regenerates as per normal.

However it's still giving hard water.

Any ideas??

Does the softened water;
1) go to a water storage tank?

or 2) go directly to the water outlets?

Well it either goes direct to the boiler and hot water or the cold taps (except the kitchen) which are direct
