Waterproof cement

I have a newly built underground space that seeps damp with heavy rain.
There are a couple of area where something with more filling capacity/body than tanking is required.
How do I make a good waterproof cement mixture?

maybe wrong but way I read it, the cements just for filling in deep areas prior to tanking, so it doesn't need to be spending a lot, that's why I linked the cheapo stuff :)

Very hard to find out proper information on these products. All I want is an additive to mix with cement to make it waterproof.
 
Waterproof cement for tanking FFS! If you want it to be dry then tank it properly, no cheapo bodgit fix will be effective.

FFS read the thread, this stuff looks as expensive as tanking anyways!

Tanking doesn't fill holes. I will be tanking after the holes have been filled. These are where water is seeping in around the floor membrane and where a plastic pipe exits at floor level. Because the tanking will be on or around floor levelling compound I don't want to bodge the hole filling bit just in case the tanking doesn't key properly.

The floor has been levelled with FEB and the walls have been tanked with KA tanking. I applied the tanking myself - not that easy and had to add more water than recommended to make it brushable.

Heavy rain raises the water table and puts more hydraulic? pressure on the areas where waterproofing has not worked. It mainly comes in around the plastic pipe shown in pics 1 and 2 but also in some areas where the floor membrane finishes about 6 inches out from the wall.

I want to make up a waterproof cement mix using an additive to fill out the join between wall and floor and flow to beyond the floor membrane margin. Will then tank everything.

Perhaps the way forward is a cement mix using SBR instead of or together with water as a best effort at waterproof cement?
 
What are those plastic pipes?

There is only the one in the far corner. Builder built it in to drain water out but it is currently blocked with foam as drainage pipe not installed yet to join onto it. Waterproof cement will be needed externally and internally near this pipe installation as main area where water is getting in:(
