Waterproofing a concrete floor

Really hoping someone can help me. After a flood, my insurance company has assigned builders and they have laid a layer (nearly a whole layer - it doesn't quite reach the walls in some places!) of latex floor cover over a concrete floor in an attempt to waterproof it. They then went off site for seven weeks (long story...) During the time they've been away, the latex layer has cracked and erupted in all the places where the flood water was at its worst. We have been told that they should have used a milk (or casein) based latex and not water based as a water based latex should not be used where there has been flood damage.

Does anyone know if this correct or do I need to get another builder to have a look at the damage? (I'm in the UK if that makes a difference...)

Very grateful for any advice/suggestions?

complain to the insurance company and see what they have to say about it.
