Weather stripping with weather bar

New place has a front door with the jamb cut to fit a full length weather bar. Daylight streaming in, draught coming and lots of road noise.

I want to seal it but there's nothing to but weather stripping against. I tried some 5mm foam I had around but it's rubbish. I'm worried anything adhesive will but pushed off within a few months. Where the jamb has been cut, the gaps varies around the curve, and then it just disappears at the bottom.

The weather bar isn't even needed because the door is fully covered by a 5ft iron and lead awning that runs the full width of the house, but it's a rental so I can't take it off or replace the door.
