Council 'inspector' viewed house and agreed to re tile kitchen floor as few tiles were fire damaged (prior tenants ~ 9 mths ago). As per their agreement before my family took possession..
Well, i'm very peeved as this job was not completed! All they have done is put a layer of grey what I presume to be cement..What is this substance? As I say its grey, smoothish but the whole top surface has holes on it..Also, when walking upon the floor in its present state we get a burning sensation on soles of our feet.. Is this some kind of chemical? What would the chemical compound be?

Do the council have any obligations under Health & Safety regarding the laying of a kitchen floor? Building regulations??

Sounds like they have used floor levelling compound and that you have sensitive feet.

The chemical is probably cement residue and it is everywhere. Mop the floor or wear slippers.
 
Check your tenancy agreement. Most social landlords agree to maintain a floor covering to the kitchen and bathrooms, but this is not an obligation unless specifically stated
