Wet room flooring issue

Ok, 10 years ago I guess we had a wet room for my Dad put into the house.
After we lost my Dad the house was let.
We have gone into the bathroom to find in the one corner it seem like the tenants have bodged some silicon into the flooring as it looks to me as if the flooring has dropped away from the tiles.
The photo shows mould and clear sealant plugging a gap between the bottom tiles and the flooring.
Can this be a diy remedy or are we needing to get a flooring company in?
If so is it a new floor of could it be repaired?
I'm out of my depth with wet rooms as its not something I've ever worked on.
I appreciate and help guys.
