Wet under wallpaper

Removed woodchip from the wall above the window and it was wet to touch with the paper soggy. The rest of the room has come off normally as expected
Wondering if it's damp and if we can replaster/paint straight away

Forgot to say that it's dry now. Only wet/soggy after using the steamer but reacted differently than other walls

If it is dry to the touch now, it should be fine. You will however need to wash off the old wallpaper paste or seal it. It you are going to re-line the walls, don't worry about the old paste, but run 180 grit sandpaper over the wall to remove any grit.
