I understand Mr Stimpson jailed for fraud and forgery charges but not sure why because isn't it up to the people giving money away which is no difference to Mr Stimpson?

All lotteries are scams. A tax on the poor, stupid and gullible sponsored by the government. Except in this case the government probably wasn't involved.
