What base for a patio?

Got a patio to do about 10m2. I would have done a type 1 base but can't really get a whacker plate to the location. Any suggestions?

Do they work, I always thought they wouldn't have much effect?

They work but obviously considerable physical effort. Why cant you get a wacker through?
