what causes a component to draw to much current?

hello bit of training pls! what causes a component to draw to much current
causing the fuse to blow?

2, the other day went to a job an had 140v between the L & E but 240v L & N, Is it likly to of been a loose earth some where?

any advice welcome ;)

Are the two parts of the question linked? If so, which fuse is blowing? If in plug then appliance or cord as ^ said.
If you have a loose earth in a socket, the system will still work, but with a load especially one which vibrates the earth could contact L and blow a fuse/ trip MCB and/or RCCD.
