What could be causing mould around window?

There is mould on the bottom section, both sides, of a bathroom window (see image below). The sealant around the window is not great but I am guessing that’s not the cause as moisture must be getting to that point to get in. Going to try and borrow a ladder to get to the window outside but what is the likely cause and how to fix? I would like to try and be prepared so I can just sort it while I have a ladder.

If there is no extractor fan and the window is kept shut, this is no surprise
 
Windows is almost always open, as is the vent in the window. Extractor fan is always used too.

Ventilation is often a problem in bedrooms where you are breathing out moist warm air all night. Happens to us periodically and the Dettol mould spray always sorts it; you don't need much and it vanishes in under an hour.
 
Its a cold spot with lots of moisture in the room, my guess is there was no cavity closer used when that window was fitted.
