P is nett heat output

so if i where to gas rate an appliance would it be the q net heat input?
and what is the porpose for the p heat output?

you rate it on the input

input is the amount of heat in the burning gas
output is the amount of heat transferred to the water
the difference is the heat that goes up the flue
