What is a binding wayleave agreement?

Could someone please help me with what the above is and used for?

We plan to copy our neighbours of one side where after doing a 3m rear extension on a semi detached house, we go slightly into the shared drive we have with our other neighbour and then replace the garage with a ground floor bedroom for my elderly parents. It was suggested by a private building regs guy when he was quoting for the work. Nobody else has suggested this.

A wayleave is a right to cross land, and usually applies to services. Their temporary and non-transferable nature makes them unsuitable for permanent buildings, which are dealt with via easements or licences
 
A wayleave is usually for service companies to have access to your land for pipes and cables.

The agreement is to allow said service companies the permission.

Binding would be bind the agreement to the land for subsequent owners.

I don't see how any of that is relevant to what you described you want doing. A private building regs surveyor isn't usually a solicitor as well....?!? Maybe you can get him to explain what he means and then let us all know.
