What is a reuntime error? How do I fix it

This keeps popping up on my neighbour's compuer, he uses AOL as his browser.

What is it, what causes it and how do we remove it? I see there is free software, which claims to do this - can it be trusted?

Do you mean Runtime error? These are normally accompanied by at least some explanatory text e.g. Runtime error - Program:C:/programfiles/americaonline9.0/waol.exe
