What is the best and easiest way to load balance the radiato

There are 9 radiators in total in the house, 3 upstairs and 6 downstairs. The boiler is in the kitchen (which is at the back of the house) and downstairs radiators are fed from the top, i.e the 22 feed and return run under the floor board of first floor. The radiators get hot in the following sequences:_

1. bathroom and kitchen (very close to the boiler
2. all the upstairs radiators
3. downstairs dining room and 2nd reception room
However, the 1st reception and the entrance hall way never get hot (these are the furthest from the boiler)

close off the 7 rads that do get hot by both valves flow & return
now open the 2 rads that usually don't heat , open flow all the way and gradually open return then continue down the other 7
the rads closest to the boiler will usually have their return open all the way , the further you go from the boiler the returns gradually close more
