what is the correct way to deal with this window

Hello i am new to diy , i want to do something about the window . if you look closely you can see the red tiles at the window but in all the other windows these red tiles are not visible and its just white
I am a beginner , is it just a matter or painting over these red tiles with white paint ? or do i need to do something else

It looks like a feature, a lot of older properties have external windowcills formed using brick or tile (mine are brick).
It also looks like it's been painted in the past, it may be the other windows are also painted, but less worn/weathered.
Personally I like the red, and would look to stripping the other windowcills back to their natural colour - if possible. If not I'd look at a good quality smooth masonry paint for this one.
 
It does look like red tiles but this is at the back. , all the other windows are not at ground level and have been painted white its only this one that looks really weathered.
im not sure i want to be climbing up a ladder to scrape off paint from the other window ledges to see if there is this red tile, Interestingly i dont see this in neighboring properties
will masonry paint be good for the flaking paint at the door in the picture ?
