Only bought them a couple of weeks ago. She planted them, found they weren't happy, put them back in pots, but the leaves continue to go brown?

Is the soil slightly acidic? Seems fuschias prefer that.

There are some signs of rust on the before picture.


I've given up on one of my fushia, as it was constantly suffering.

...although I doubt rust alone would cause that amount of damage so quickly.
 
Remove the dead leaves immediately, take it out of the pot and find a nice spot for it where the plant can spread its roots. Feed it, water it and all will be well.
