What type of thermostat are you looking for? Looks like the boiler has a boiler thermostat.

I just want the boiler to go of when the house gets to say 21 degrees and come bsck on when it drops under. So I can save on oil and make it run more economically

You need a room thermostat for that. If you don’t have one, you need one fitting in order to achieve your request.

Yes, Either or, or even one that covers both options. I think you need to employ a professional as not being able to identify a circulator does not fill me with confidence as to your ability.

Hard wired and wireless programmable thermostats will satisfy those needs. Hard wired may be tricky to install as a retrofit though.
