I was asking then about the cap which covered this washer. Just trying to change the bearing ring on our push chair. Whats up with a nut and bolt!

Back when we used them on our products in the factory we called them Starlocks. Not sure if that is the real name, it was the ones that also had a chrome cover over the inner bit.
