As the title states I need to know what this plastic part, which engages with the cartridge spline, is called to so that I might source a replacement.

Here's another one...question that is.

If I needed to replace one of the cartridges is it the case that I just shut off the water supply, unscrew the cartridge and screw in the new one?

Yes.
However it needs to be the correct one. There are so many different types you will need to get the number off it and order one online.

If no number then count the teeth and get tape measure out.
I've had to contact sellers to find a match.
