What is this textured paint and how do I get rid of it?

Hello, just wondering if anyone has advice on how to deal with this pretty awful wall texture. Previous resident applied a textured paint and then top coat of colour. It’s so thick in places! What is it? Is it safe to sand? Or should I skim coat it? Would that even work? Hoping someone out there can answer!

Probably wise to check for asbestos although I suspect that it is just textured paint. For £20 it’s a bit of reassurance.

I have removed textured paint with a steam stripper and palette knife. Once you get used to the timing you can remove quite big chunks in one hit. Ideally leave a bit of detached paint hanging off as a route for the next steam to find a route behind the paint.
do it before the hot weather hits, for comfort as it is uncomfortable once summer comes!
wear long sleeved shirt and gloves over the cuffs, plus eye protection.
if you are lucky, it peels off but depends if they Uni bonded the plaster etc.

in my experience a weekend will do a whole rook’s ceiling.
don’t bother hiring a stripper, but a £30 one from Screwfix.
