What is this white stuff appearing both on house brick and block paving?

I've started seeing this white stuff appearing both on house brick and block paving.

At first I thought its because of sealing the block paving but its also on my house brickwork which it wasn't before.

Is it possible to remove it? What is the best way to clean bricks like this?

Looks like something has been spilt and left to dry. Have you tried to wash it off with some soapy water and a stiff brush?
