What is wrong with the plaster on this ceiling?

Found a hole in the kitchen ceiling. Tried to plaster it with shop bought water mixed plaster. The plaster is bulging? Why?

The room directly above the ceiling is a spare bedroom.

Looks to me like you mixed it too wet and it sagged.
