Can anyone identify the material of this step down into garage?

It looks a bit like a concrete lintel

I think it's site-cast concrete, and skimmed over with sand and cement for a smooth finish.

Based on the chip, which I think shows the coarse core.

But why are you asking?

If the fines are irregular, then it's likely grano.

If they are smooth rounded, its well tamped shuttered concrete and trowelled.
