What to do with outside wall - re-point then use silicon masonry paint?

Help please! My neighbour 'helpfully' pressure washed a north facing outside wall on my house.
Not all the moss has been removed.
Some paint and pointing has come off. In places the pointing/mortar has been washed out to about 20mm depth.
I'll get a proper trades person in to fix it but not sure what I want a quote for.
Is silicon masonry paint as good as it claims to be? Can it really be put on a wet wall or should I get the wall re-pointed for now, then get it painted when the weather clears up?
All thoughts and recommendations welcome. I'd rather pay a bit more and have less maintenance in the long run. I've never done any exterior decs!
