What's the best way to reconditoin radiators

I have radiators that need to be repainted.
1. What's best to use: spraycan, paint brush or roller?
2. What's the best make of paint to use?
3. They've been repainted once, and there are a few small dried drips. Is it besty to sand them down with fine paper, or is there a better way?
4. There are a few small patches of rust. What's the best way to treat these? I suppose if I just paint over them, they'll come through the paint.

There are a few small patches of rust..........

Where are they and what do they look like?

If they are the right type, forget painting or any other treatment, and throw the radiators away and fit replacements. If the rust is along the bottom, or small spots with streaks below, that's the right type.
