What's this pipe

Hello everyone,

I've got a water pressure problem in my loft (actually it's 2.4 bar static, but drops off to almost zero if anyone uses a tap while I'm in my electric shower)

So, while investigating the pipework, I noticed this under my stairs (see attached)

I expect it's an old gas main? But I'm kind of hopeful its a spare water main lol

Can anyone identify it please?
