Whats this wall finish called, what is it?

Hi.

Any idea how this effect is achieved.
It is in an 100+ year old although I'm not sure if this is the original finish.
It is not Artex as some of the texture is really deep, also I'm in Cape Town and artex doesn't exist!
Any ideas how this finish can be achieved as need to remove the blown wall and re-render / skim etc.
