Looks to me like a length of twinwall polycarbonate roofing, no idea why it is there but that's what it looks like. Check if it has hollow sections with ribs in the middle and see through.
I agree with DAZB; first impressions are it seems to be a spare bit of poly carb roof sheet. Can't see any fixings, did a previous owner dump it there to stop stored items migrating into the depths of the eaves, thus becoming hard to retrieve?
