What's wrong with this fan?

Hey all, I have a Vortice Vort Leto MEV (I believe it's this one) that I'm having trouble with. When it's turned on, the fan quickly starts making a noise as if something is stuck in it, here's a video:
Soon after, it just stops working, presumably the circuit board turns it off due to the sensor indicating it's not spinning at the correct rpm.

I tried cleaning it and also it doesn't seem stuck when I manually try to spin the blades, so I wonder if I'm missing something here? If repairing it isn't possible, I wonder if it's possible to replace just the motor? The part number seems to be "BM 312325005-310V" but I couldn't find any references to this, other than a Vortice part list.

See the fan floating around on it's spindle?
Either it's loose or the motor bearings are kaput.
