wheelchair access to toilet

Hi, am planning to build small groundfloor extension toilet and shower. I have been told that all new builds containing toilets must have wheelchair access. Does this apply to an extension? I cannot see the point in having wider doors and room if the rest of the house doesn't accommodate wheelchairs, Can anyone please clarify /
