When is tung oil dry to touch?

I want to finish the treads on the stairs with tung oil, but I'm concerned about keeping my 2 house cats safe. I plan to block their access to the stairs with a big temporary mesh gate, but I just wonder how long until they should be able to walk on it and not get any residue on their paws which they would then lick off? Or whether anyone knows if it's actually ok for them to ingest minor traces of the stuff?

Tung oil is a wood treatment not really suited as a finish , depending on type used can take from hours to up to 30 days to fully cure .
