The terminals are 'dry contacts', meaning that the relay contacts open, or close on demand, but aren't connected to a power source within the thermostat.
This is useful for systems that have (extra) low voltage controls i.e. at 24V DC, that would be destroyed by mains voltages.
If you do have a 230V system, your 'switched live' would be connected to terminal 4, and a link would need to be added between 'L' and terminal 1 (as it says in the instructions! ).

It's an S Plan plus with a Grant oil boiler. 3 x 2 port valves controlled by a EPH 3 zone programmer, with (eventually) 3 EPH wired programmable room stats.
The internal Grant heat only just requires a switched live, the external needs a permanent live as well for build in frost stat and servicing switch.Just checking, though I'm sure you already have, you boiler does use a 240V SL, not all do, some use 0V, some can use either.
