whining valve prv and pipe size

i fitted a thermostatic shower mixer and noticed it tends to a high pitch whine, if i turn down the pressure or temp it stops and i can usually slowly increase again. i thought my pressure was high and it has been suggested if i fit prv it may stop whining? there are very few places i can put one but i thought i could put it on the mains pipe coming in. the 1 inch pipe has been cut and a loop of pipe has been put in on which is fitted the meter. there is a stock cock before the loop and one after. I thought i could fit it on the loop before the meter? ive bought an altech prv, i can fit it horizontal pipe but it needs to be tilted slightly to miss the top of the loop is that ok? finally i used a vernier to measure the pipe and it came out at 20mm is that 22mm? i would of thought it must be as meter was fitted on it?
