Almost certainly a fault indication. If you have the users manual it might tell you what the fault is from the way the lamp flashes. I seem to recall some machines even have this information on a label somewhere on the machine.

Are you sure the start LED is flashing continuously? Error codes on Whirlpool dishwashers normally flash in a repeating sequence. The start LED can flash as many as 16 times before pausing & repeating the sequence.
