White UPVC windows: wiping down

White UPVC windows. What should I use to shift ingrained dirt on the external window sills and frames.
Wiping down with washing up liquid/hot water doesn't shift the muck!

have you tried uPC window cill cleaner or sugar soap, available from all good stores now
