Why Aren't Government Authorities Held Liable?

In cases where injury or death occur?

For example:

Sarah Everard - Police failings
Manchester Arena bomb - MI5 failings

There are obviously many more examples, but these are two stories with recent coverage that spring to mind.

If they were, would prosecution and compensation payouts to victims make any difference?

any time they are found at fault, and fined.

who pays for it ? It needs to be a more personal professional responsibility, or failing

No - you can't get compensation, because someone did not do their job with reasonable skill and care. There is no contract of service so to speak. Try getting a refund if your bin didn't get emptied for example.

This is partly why I hate big state - it reduces choice and prevents market forces being applied to cr&p services providers.
 
Unfortunately, this would be another bill for taxpayers to shoulder.

Compensation for medical negligence, is crippling the NHS.
